To be honest - mostly I don't. I mostly prefer to pick a predetermined character from a selection of available characters and then to jump directly into the game. If that's not available then I only do the needed choices, spend a little moment on how to distribute my skill-points and what else is most important and then click go.

What keeps me from doing so is if something special has to be chosen - a ability unknown or uncommon so far. This let's me take some time first.

In TH you'll be able to

1. Use random stats you are given at the start
2. Reroll your stats if you don't like it
3. Fully customize your stats

Great! That would perfectly fit my needs. For a quick try I would go with choice 1 maybe combined with 2 to see how that turns out and then start.

Choice number 3 would be great for replaying the game when I'm more familar with it to see how different it is to do the adventure with a customized hero. Fine to see replayability of the game is supported that much, a lot of value added for the dedicated gamer.

It's a nice feature that expand's the playing time a lot. I means you can do the whole game for a second time and do new decisions that might end up in some surprises or new sidearms of the story. Plus you can see what a different character does in terms of other possibilities in fights, dialogues etc. So it's a cool thing for me.

As for a (Shooter) RPG it was Vampire-The Masquerade Bloodlines. It's simply because of the story that has a lot to do with the fraction you belong to and the style that your character is. It offers a wide variation of possibilities - mostly not on the main-story but on the many, many sidequests in the game.

Some of them are only available to a certain character so you have to play it multiple times if you want to know what all the other stuff is all about you've heard before but could never play. The game teases you alot with snippets and secrets all around so you nearly can't just let it be without finding out for yourselves. :D

I would say half will think of it positive, the other half negative.

If you like to replay a game it's fine to know that there is a lot of additional stuff to find out in a game after completing it for the first time.

But if you're impatient then this might frustrate you. There are sidequests you maybe want to play instantly when you hear about them and not only when playing the game for a second time. But the game won't let you at this point so you need to notice it down for the next round. That may not be a pleasant situation for every gamer.
